Background:
For responding to the digitization in the 21st century, the National Digital Archives Program and the National Program of E-Learning were established in Taiwan by 2002 and 2003, respectively, with the purpose of digitalizing archives, facilitating research on digital learning and developing digital market. In 2008, these two programs were integrated together with a title called Taiwan e-Learning and Digital Archives Program meaning that innovations, researchers and resources in both digital archives and digital learning field were
combined in order to build a team for technology development and enable Taiwan to become a supporter to other nations in digital related area.

The division-project, International Collaboration and Promotion of Taiwan e-Learning & Digital Archives Program, is responsible to the international collaboration with the aim of the promotion of digital archives and digital learning. Moreover, a plan under the division-project named The International Collaboration on e-Learning is responsible for promoting international collaboration on digital learning.
 
Purpose:
The purpose of The International Collaboration on e-Learning Project is to enhance the position of Taiwan in the world by sharing the developing experiences and the results of digital learning in Taiwan to other nations. The project is expected to establish international collaboration and communication platform between Taiwan and other nations by various mechanisms and to facilitate research on digital learning in Taiwan through collaborating with top research institutions in other nations.
 
  • To establish a platform for international collaboration in order to facilitate the collaboration among digital learning research teams in Taiwan and top research institutions in other nations.
  • To facilitate the promotion of Taiwan digital learning products and to enhance its value through international exchanging mechanisms.
  • To integrate research results and resources from domestic research teams for enhancing the position and influence of Taiwan among digital learning research communities in the world.
  • To launch Taiwan e-Learning Association for establishing a sustainable development of digital learning and enhancing the role of leadership for Taiwan.
 
  • To hold international conferences related to digital learning, to cultivate scholars in Taiwan to become a leader in the world and to enhance the position of Taiwan in the world
  • To strive for holding workshops in well-known international conferences and to extend study results related to digital learning to the world
  • To invite foreign scholars to have visits and to give speeches in Taiwan in order to facilitate international collaboration
  • To hold online curricular with educational institutions in other countries in order to facilitate international collaboration among domestic and foreign instructors and learners, and to enhance the quality of academic research
  • To extend the digital learning of Chinese language with collaboration of academic institutions from other countries
  • To visit digital learning institutions and organizations in other nations and establish a long-term collaboration by signing memorandum of understanding
  • To assist domestic research teams that are outstanding to join EU-FP7 in order to strength the top position of Taiwan with the field of digital learning in the world
