Introduction:
It has been accumulated a lot of outputs and experiences from the first phase of the National Program for E-learning in Taiwan. How to further promote the international visibility of these achievements become very important for Taiwan. That is the reason why the two national programs, digital archive and e-learning, have been merged into one in the second phase. The merged program is called Taiwan e-Learning and Digital Archive Program (TELDAP), and there is a dedicated sub-category project (the 8th) for promoting international collaborations, this sub-project is one of the projects under the 8th sub-category project for in charging the e-learning international collaborations. Through this project, we hope to expand the influence of global information society such that many high quality of digital content can be created to establish Taiwan’s culture identity. It is also hope that through the platform built by digital archive and e-learning technologies, we can promote research, education and enterprise applications for digital content developments and for reducing digital divide in Taiwan. An equal and mutual beneficial linkage will be established between Taiwan and international parties through international exchanges and collaborations conducted in this project in order to promote the visibility and influence of Taiwan in the global communities.
